HISTORY
DOCCSA itself was founded by Dr Billy M Williams on the 03th May 2007. Its
current board of trustees have been appointed to serve as an Interdenominational
Pentecostal oversight group whose purpose seeks to inspire the uniting of the
thousands of self-governing churches worldwide – and for which no established
formal representative body exists - that may challenge officialdom / authority on any
issue of common interest. Its aim is to prepare Christian leaders to greater
effectiveness of their personal calling whilst providing tools of empowerment to
achieve this thus the church be strengthened.
Timothy Training Institute was formed just after the second world war with
the vision and task to train African Indigenous Church leaders within the whole continent when – after its transformation into various new names and it being only partly successful-closed down and left a serious void waiting to be filled by a realist with enthusiasm know –how and intent to put together and renew the effort.
In 2009 Dr BM Williams shared his vision with local church leaders in the
Eastern Cape Province of South Africa and being warmly received embarked
upon a journey of conviction by founding the Doctoral Council of Churches in
Southern Africa (DOOCSA) and registering it as both a NPO – Non Profit
Organisation with Dept of Social Development and NPC – Non Profit Company with Dept of Trade and Industry and a PBO – Public Benefit Organization with SARS - SA Revenue Services so as to establish its legal standing. From that time he also started to engage with established Christian based bodies both in South Africa and abroad from which a sound working relationship was forged.
1. We believe there is one God, eternally existent in three persons: Father, Son, and Holy Spirit, who is the Maker and Preserver of all things visible and invisible.
2. We believe in the deity of the Lord Jesus Christ: that Jesus existed eternally with the Father, became a man by the miracle of the incarnation, in no degree ceasing to be God. He is Co-Creator of the world and man, the only Saviour, and coming Judge.
3. We believe the whole canon of Scripture (both Old and New Testaments), as originally given, to be the inspired and authoritative Word of God, of
supreme and final authority in all that it teaches and declares.
4. We believe all people are lost apart from the saving grace of our Lord Jesus Christ; that sin is cleansed only through personal repentance and faith in the
precious blood of the Lord Jesus Christ; and that water baptism by immersion should follow receiving Christ as Lord and Saviour.
5. We believe the redemptive work of Christ on the cross provides healing for the body as well as for the mind, soul, and spirit of man. Christ has an
answer for every problem of man, physical or spiritual.
6. We believe miracles and the gifts of the Spirit are available to the Church today for the edifying and perfecting of its members.
7. We believe God will visit His Church in the last days and bring multitudes into the Kingdom, preparing us for Christ’s Second Coming.
8. We believe the baptism of the Holy Spirit, as evidenced by speaking in other tongues, is promised to all who desire it, ask for it, and obey God.
9. We believe everyone will be resurrected (saved and unsaved) and will give an account to the great Judge, whose judgment is final and eternal.
Ministerial Credentials – DOCCSA is an independent non-denominational ministry that offers voluntary affiliation to ministers, ministries, and Christian leaders who desire to receive ministry credentials in accordance with our bylaws.
Apostolic ministries are crucial to enabling the body of Christ to fulfil the Great Commission in the church and the marketplace. We know clearly that God is the only one who can truly ordain and set in place and unless He has first ordained, any man’s recognition is in vain. Ministerial Credentials – DOCCSA is an independent non-denominational ministry that offers voluntary affiliation to ministers, ministries, and Christian leaders who desire to receive ministry credentials in accordance with our bylaws and possibly government legal requirements and to appoint marriage officers in South Africa. Apostolic ministries are crucial in enabling the body of Christ to fulfil the Great Commission in the church and the marketplace. We know clearly that God is the only one who can truly ordain and set in place and unless he has first ordained, any man’s recognition is in vain. DOCCSA is birthed out of a need for a place for those who are called into ministry to have a relationship, covering, accountability, fellowship, and validation. Joining DOCCSA Ministries will provide members with a place to belong to a like-minded family. Our function is to serve others and provide resources and support instead of trying to control what they do. Each should maintain their local sovereignty and control. We seek to network with others for the purpose of personal and corporate fellowship, growth, development, and ministry. We provide ministry to the leader and ministry while protecting unique individuality and autonomy. We apply a New Testament pattern of apostolic relationship and development that promotes the idea of local and sovereign ministries. We can do so much more corporately than we can do alone while finding protection and a sense of family and relationship with those who join us in God’s mission. Being in full-time ministry can be isolating and lonely at times. We need one another and need to not only give but also receive comfort, encouragement, prayer, edification, exhortation, and acceptance. We believe you will find this here at DOCCSA. We seek to help those who are called into ministry, whether full-time or part-time. We want to help men and women of God who have a desire and call to serve Him by serving others. We also seek to develop good relationships with Jesus at the centre. We endeavour to network one with another and be resources and sources of support for one another and our ministries. DOCCSA Ministries will promote accountability and cover through conventions and other methods where relationships on various levels may help to expand your measure of influence. This valuable opportunity can only come through meeting and building relationships with those ministers, ministries, and churches with who you are in one accord. We understand that not all Christian leaders will pastor a local church, but will pursue their calling in other fields such as Christian Counselling, Christian Education, Missions, Youth Ministry, Marketplace Ministry, etc. DOCCSA MINISTRIES provides a home for all ministry vocations and we do not esteem any one above another. We see ministry as specific areas of service

We understand that not all Christian leaders will pastor a local church, but will pursue their calling in other fields such as Christian Counseling, Christian Education, Missions, Youth Ministry, Marketplace Ministry, etc. resulting from the divine call upon an individual’s life, which is recognized by the Body of Christ and confirmed by those in spiritual leadership. The DOCCSA chapel will be established at DOCCSA Head Offices countrywide to serve individual members who are in need of Sunday service worship or simple motivation.
